Adding a LICENSE file. COPYING is not needed anymore.

Renaming file COPYING to LICENSE and appending the disclaimer from
src/common/convert_UTF.h to LICENSE.

Sorry, I didn't realize COPYING was references in Makefile.am.  I updated the
list of files in Makefile.am, and then I ran autoconf and automake.  One of the
tools complained that file COPYING is required.  I worked around this by setting
AUTOMAKE_OPTIONS = foreign in Makefile.am.

I was not sure what changes did you expect to see in configure.ac.  Am I missing
something?

As I said previously, you could add “foreign” to AM_INIT_AUTOMAKE in
configure.ac. But adding it to AUTOMAKE_OPTIONS in Makefile.am is fine also.
